Cupertino splits permit submittals from business license service
Cupertino uses email and online tools for building permit submittals, while business license services now run through HdL for applications, renewals, and account help.
Cupertino has two different offices that can look similar from the outside. Building permit work goes through the Building Division’s permit submittal process and online resources. Business license service runs through HdL.
For building work, Cupertino allows permit applications in person or virtually by email, with drawings and documents sent through the city’s electronic submittal process. Some permit types can use the online portal, while other standard types still need Building Division contact.
For business licenses, Cupertino moved services to HdL in 2025. That is the place for application, renewal, email, and phone account help.
If you are improving a business space, use both tracks. One track asks whether the business is licensed. The other asks whether the building work is permitted. Have the address, project description, plans, contractor contact, business name, and owner information ready.
