Napa permits depend on whether the city is the right agency
Napa issues many city permits and licenses, but some permits belong with Napa County, the state, or another public agency, and building submittals do not use a city online portal.
Napa permit questions need one early check: is this a City of Napa permit, or does it belong with Napa County, the state, or another agency? The city’s permits and licenses page is for activities inside city limits unless it says otherwise.
For building work, Napa’s Building Division is also a little different from many cities nearby. Building submittals do not run through a city online portal.
The first conversation matters. The Building Division offers different permitting and plan review options, and the city encourages people to confirm the project details before submitting for a building permit.
Before contacting staff, gather the address, whether it is inside city limits, project description, plans or sketches, contractor information, and whether the work touches historic resources, utilities, signs, food service, alcohol, sidewalks, or special events.
