That range is helpful in a compact city where the same block may have homes, businesses, schools, alleys, truck routes, and busy parking areas close together. Choosing the right request type keeps the issue from bouncing around.

For a report, keep it simple and exact: nearest address, cross street, side of the street, what you saw, and whether a photo would make the location clearer. For tree, graffiti, lighting, or traffic-safety concerns, the closest landmark can matter.
