San Bernardino County has a countywide role and a local role

San Bernardino County wears two hats. It serves the whole county, including the cities. It also acts much like a city for land outside city lines. The Countywide Plan calls these its regional and local roles.

That split helps route a question. A countywide plan or program may cross city lines. A zoning or neighborhood question for county land starts with the local planning side. This may fit places such as Joshua Tree, Bloomington, or Lake Arrowhead.

The Policy Plan is the county’s General Plan. Many county places also have a Community Action Guide. The guide may show maps, goals, and local needs. It gives useful context. It is not a permit or a replacement for the Development Code. First check the city line. Then read the guide with the parcel’s zone. Ask Land Use Services which rule and permit path control the work.
