Westminster business licenses run through HdL

Businesses, home occupations, commercial landlords, and owners renting three or more homes or units may need Westminster's HdL license process.

Anyone doing business in Westminster needs a city license, including a business run from home. HdL handles new forms, renewals, payments, closures, and license searches for the city. Start on Westminster’s Business License page, where the application button leads to the correct HdL portal and forms.

The address needs a zoning check too, and a shop or office may need a zoning form. A home business has its own review and must follow the city’s rules for work at home. Food, alcohol, signs, building work, and some trades require approvals beyond the business license.

Renting out property can count as business. One shop, office, or factory tenant is enough to require a license. A person who rents three or more homes or units also needs one, even when the units are at different sites. An owner who runs the only business on the site does not need a second landlord license there.

Gather the legal name, public name, owner details, city address, start date, and a clear description of the work. A city license cannot pass to a buyer; the old owner closes it, and the new owner applies. For help, call HdL at 657-622-0222 from 8 a.m. to 5 p.m. on weekdays.
