That order matters. Pick the closest category first, then give the cleanest location you can. Encinitas has beaches, lagoons, older coastal streets, rail crossings, hills, and inland neighborhoods, so a good address or landmark helps.
A photo is often worth the minute. It can show a broken sign, damaged sidewalk, blocked public area, drainage problem, or park issue without a long explanation.
Some private-property and code-related request types require a citizen complaint form under the city rule named on the page. If your request falls into one of those categories, expect that extra step. For regular service requests, watch for email updates after you submit.
