Almanac note · Rules and licenses
Escondido permits and licenses start in the online services lane
Escondido separates permit applications, business license work, utility bill payments, and building inspections across its online services and Building Division pages.
Escondido groups common online chores on one Resident & Business Services page. Use it to reach permits, business licenses, utility bills, record drawing requests, and the Report It link.
Building work has a few lanes. Some permits go through the portal, such as trade work, re-roofs, water heaters, HVAC, pre-approved ADUs, solar, and signs. Other projects may begin with the Building Division by counter visit or email. After that, the plans may move into an online upload.
Inspections are online too. Keep the permit number and project address nearby before you schedule or check results.
Before you click, name the chore: permit, business license, utility bill, report, or project check. The routes sit close together, but they still lead to different desks.
