Laguna Niguel has one of those local details that is easy to miss: the city does not require a city business license. That does not mean every business can simply open without asking questions.

For building work, Laguna Niguel uses an online Permit Center account. Applicants can apply online, pay invoices, view status, request inspections, and use a dashboard to follow permits.
