California note
San Joaquin County planning starts with the Planning Division
For a county land-use question, start with San Joaquin County Planning. This office runs the General Plan, Development Title, and other county plans. It also works with the Board of Supervisors and Planning Commission.
These papers do different jobs. The General Plan sets the big land-use goals. The Development Title holds many zoning and lot rules. A site may also fall under a smaller area plan. One map label will not tell you all of that.
First check whether the address is on county land or inside a city. Then bring the address or parcel number to Planning. Give staff a short note about the use or work. The county page links to forms, records, and its online permit site. Pick a form only after you know which plan and code apply. If the address is inside a city, use that city’s planning path.
