Almanac note · Rules and licenses
Tracy separates the business license from the permit
Tracy businesses often start with the online business license tax filing, while building, plumbing, electrical, mechanical, demolition, and sign work belongs with Building Safety.
Tracy has two common business questions that sit close together but do different jobs. The business license tax certificate is the finance record. The building permit path is for construction, plumbing, electrical, mechanical, demolition, sign work, and other safety checks.
That split matters when a business opens in a new space. A license certificate does not give automatic permission to operate in any zone or skip other laws. If the space needs plans, tenant work, signs, or a change to the building, Building Safety may need a permit application, plan check fee, plans, and later fees through eTRAKiT or City Hall.
Before applying, write down the business activity, address, expected gross receipts category if known, owner contact, start date, and whether any buildout, sign, equipment, plumbing, wiring, demolition, or exterior work is planned.
If the business is only filing a license, finance may be the first stop. If the space itself is changing, start the permit question at the same time so the opening date is based on both records.
